Network Rail is undertaking preliminary market engagement to understand market interest and capability in relation to the continued provision of the Y‑App, a web and mobile-based application supporting freight yard operations. The requirement is expected to include the delivery of a Software-as-a-Service (SaaS) solution, incorporating web hosting, database maintenance, data management, and service desk provision, supporting the ongoing operation of a business-critical system used to manage and validate plant usage data across the network. The system underpins safety assurance, compliance with standards, and the management of the plant supply chain, and supports wider operational and framework activities across Route Services and Works Delivery. Network Rail is also seeking to understand market capability to deliver ongoing enhancements and development activities, enabling the solution to evolve in line with stakeholder requirements, organisational priorities, and safety and environmental objectives. As part of this preliminary market engagement, suppliers are invited to review and respond to the associated Expression of Interest (EOI) document, which provides further detail on the requirement and response expectations. This engagement is being undertaken for information-gathering purposes only and will be used to inform the proposed sourcing strategy and any potential future procurement activity.
