Network Rail is undertaking a Preliminary Market Engagement (PME) exercise to inform a potential future procurement of professional software engineering services to support the ongoing enhancement of its Mobile Work Management (MWM) application. MWM is a Network Rail‑owned digital application used by frontline operational teams to plan, deliver and assure work in a live, safety‑critical environment. Network Rail is seeking market insight into how suppliers would support the incremental, backlog‑driven enhancement of an existing application, rather than a system rebuild or the provision of an off‑the‑shelf product. The purpose of this PME is to gather information on: -Market capability and capacity -Delivery and resourcing models -Commercial approaches -Key risks, constraints and opportunities This engagement will help shape Network Rail’s future sourcing and commercial strategy. Suppliers are invited to review the PME documentation and Supplier Questionnaire available within this opportunity and provide responses in line with the instructions provided. This opportunity relates to pre‑market engagement only. It does not constitute a commitment to procure, and no formal procurement process has been launched at this stage.
