Tender description

The Maritime and Coastguard Agency (MCA) is establishing a Dynamic Market for the provision of specialist technical advisory services in support of maritime, offshore energy, environmental response and security-related activities. The Dynamic Market is intended to provide a flexible and compliant route to market, enabling the rapid appointment of Service Providers to support both planned and emergency requirements. The scope covers a broad range of multidisciplinary services, including technical advisory, operational support, engineering expertise, scientific analysis, regulatory guidance and specialist consultancy. Services may be required in time-critical scenarios, complex multi-agency environments, and high-risk operational contexts, including maritime salvage and intervention, offshore energy and well control, and maritime security. This procurement is designed to support a diverse supplier base, including specialist and niche providers. Admission to the Dynamic Market does not guarantee work; Service Providers will be eligible to participate in call-off opportunities based on capability, availability and operational requirements. As part of the tender process, suppliers will be evaluated against quality and commercial criteria. Commercial submissions will be assessed using a representative pricing scenario designed to reflect a range of potential delivery requirements, including core advisory services, emergency mobilisation and specialist capability areas. This approach enables a fair and proportionate comparison of suppliers with differing service offerings and delivery models. The Dynamic Market will remain open to new applicants throughout its duration. The MCA reserves the right to update or refine evaluation approaches and requirements over time to ensure ongoing alignment with operational needs.
