The Northern Ireland Policing Board (NIPB) is an independent public body made up of 10 Political and 9 Independent Members and was established on 4 November 2001 under the Police (Northern Ireland) Act 2000. It is the role of NIPB to secure the delivery of an effective, efficient and impartial policing service for the entire community in Northern Ireland and to hold the Chief Constable to account for the exercise of his functions and those of the police service in an open and transparent manner. NIPB currently has approximately 50 staff, 19 Board Members and discharges a range of legislative duties. One such statutory responsibility is the appointment, discipline and, if necessary, dismissal of senior PSNI Officers and Civilian staff (Chief Constable; Deputy Chief Constable; Assistant Chief Constable; Chief Operating Officer; Assistant Chief Officers). NIPB do not have the appropriate level of Human Resources (HR) expertise available in-house to provide specialist HR advice on this area of work or on sensitive, complex non-routine personnel issues and conclude that this could be more effectively and affordably delivered if provided by a third party Professional HR contractor on a case by case basis.
