Government Transformation Services (GTS), a Division of the Cabinet Office, is a shared service providing the full range of IT services to all areas of the Isle of Man Government.<br /><br />On behalf of the Department of Infrastructure (the Department), GTS is seeking quotations from interested suppliers to enter into an agreement for the provision of a modern, AI-enabled PAS 2161 compliant software solution to support the inspection, condition assessment and strategic management of the Isle of Man’s highway network.<br /><br />Under the Highways Act 1986, the Department has a statutory obligation to undertake routine inspections of the public highway network, including carriageways, footways, and associated assets. The Department’s safety inspection team comprises two full-time highway safety inspectors responsible for undertaking all scheduled inspections across the Island.<br /><br />The planned term of any resultant agreement is for an initial period of five (5) years.<br /><br />The attached documents consist of:<br /><br />- Portal - Doc 1 - GTS-1266 Procurement Documentation Final.docx<br />- Portal - Doc 2 - GTS Standard Agreement.docx<br />- Portal - Doc 3 - GTS-1266 Appendix 1 Costs<br /><br />The Quick Quote will remain available on the Portal for Expressions of Interest until noon (12.00 hrs) on Tuesday 26th May 2026 and the deadline for submissions is noon (12.00 hrs) on Tuesday 2nd June 2026, and your response must be submitted through the portal by this deadline. <br /><br />Once you have selected `Express Interest` a `Quote Documents` tab will appear and this is where you will find the above-mentioned documents.<br /><br />After the above deadline the Portal will `Lock-Out` and no further submissions can be made.<br /><br />If your organisation does not wish to submit a response to provide these services, please select `Opt-Out` and select a reason.
