Tender description

This is the first re-opening of the Social Impact Framework. The EoECPH Social Impact Framework aims to provide a structured, compliant procurement route for services that deliver social betterment and impact, aligning with NHS and government priorities such as reducing inequalities, improving community well-being, and enhancing sustainability. This Framework will support NHS trusts and Integrated Care Boards (ICBs) in procuring high-quality services that address key social challenges, including homelessness, financial inclusion, employment support, offender rehabilitation, and community integration. While Voluntary, Community, and Social Enterprises (VCSEs) and SMEs currently deliver many of these services, the Framework will be open to all eligible suppliers, ensuring full compliance with the Procurement Act 2023. The Framework will: • Simplify access to suppliers delivering social impact services. • Ensure compliance under the Procurement Act 2023. • Improve efficiency by providing a pre-qualified list of suppliers. • Drive social and economic development. This open Framework will be subject to the Light Touch Regime under the Procurement Act 2023. The maximum framework term is 8 years with the following planned reopening dates: Original ITT (F1) July 2025 December 2025 – December 2026 Reopening 1 (F2) May 2026 December 2026 – December 2027 Reopening 2 (F3) May 2027 December 2027 – December 2029 Reopening 3 (F4) May 2029 December 2029 – December 2031 Reopening 4 (F4) May 2031 December 2031 – December 2033
