Preliminary Market Engagement Notice for the Framework Agreement for the Provision of Maintenance of Central Heat Plant (CHP) to the University of Birmingham.<br />Procurement description<br /><br />The University of Birmingham ("the University") is procuring a Framework for Maintenance Services of its Central Heat Plant (CHP) located on the Edgbaston campus student accommodation site, The Vale. The CHP is located within the University’s Mason energy centre which provides heating services for our accommodation building on our Vale site. This is a critical part of the facility's heating system.<br />The scope of the Framework shall include, but not be limited to: <br />1. The provision of the following services: <br /><br />The Services include that the relevant equipment is maintained and repaired to the highest quality standards. Accordingly, the Employer will be seeking competitive tenders (“Tenders”) from suitably qualified contractors (“Contractors”) with a view to awarding a Contract to one or more contractors as specified below.<br />Lot 1 – Chamberlain Residence System<br />Lot 2 – Mason Energy Centre <br />The University reserves the right to:<br />a) Award Lot 1 only to a single contractor<br />b) Award Lot 2 only to a single contractor<br />c) Award both lots to a single contractor <br /><br />Although lots 1 and 2 may be awarded to two separate contractors, tenderers are encouraged to apply for both Lot 1 and Lot 2.<br /><br />Services will include but is not limited to:<br />• Routine maintenance and inspections of the CHP equipment in accordance to manufactures recommendations. The equipment will include (boilers, pumps, chillers, electrical systems, etc.)<br />• Emergency repairs and troubleshooting<br />• Monitoring and optimization of the CHP systems<br />• Compliance with local regulations and industry standards<br />• Reporting of maintenance activities and recommendations<br />• Planned Overhaul of plant based on run hours<br />• Spare parts inventory management<br /> <br />The terms of awarded contract shall be fixed and firm for a period of three (3) years commencing 1 August 2026 until 31 July 2029, with an option to extend two (2) periods of two (2) years each up to a maximum extension period of a further four (4) years until 30 November 2033.<br /><br />Engagement<br />The University of Birmingham is inviting expressions of interest (EOI) from contractors in relation to this upcoming tender opportunity. The deadline for submitting an EOI is Tuesday 19 May 2026 at 17:00.<br />Following the initial EOI stage, the University intends to conduct contractor engagement in the form of information gathering and shortlisting, following which a select number of contractors will be invited to partake in the tender.<br />If you are interested in engaging with the University for this project, please register to our E-Tendering Portal (https://in-tendhost.co.uk/universityofbirmingham/aspx/Home) if you are not already, and express interest by completing and submitting the Supplier Contact Details Form as directed. <br />Note: the University of Birmingham is operating as a Non Contracting Authority and any process associated with this tender opportunity will be conducted outside of the Procurement Act 2023.<br />
