Terms and acronyms Please refer to the following terms used in this requirement: Portfolio Management Function (PMF) – portfolio-level orchestration function providing integrated planning, cross-supplier coordination, consolidated reporting and governance support; DTAS - Digital Technology and Security - FCDO directorate for digital, data, cyber and security; DTAS PMO – portfolio-level PMO setting governance/approval standards; Digital Transformation Office (DTO) – transformation strategy and benefits ownership; Statement of Work (SOW) – scoped work package defining deliverables, timelines and acceptance for specific activities. Statement of Requirements (SOR) – contract specifications Summary of the work: FCDO requires a dedicated Portfolio Management Function to act as an orchestration and assurance layer across a complex, interdependent multi-supplier Digital Products & Services transformation portfolio. The supplier will provide integrated planning, cross-supplier dependency coordination, consolidated reporting/dashboards, RAID management, and governance decision support. Pricing model: Other Provide further information: Services will be commissioned via Statements of Work (SOWs). Pricing may be structured on a Time and Materials basis for the ongoing operation of the Portfolio Management Function, with Fixed Price elements where appropriate for clearly defined deliverables (e.g. mobilisation activities, tooling configuration, planning framework setup, or exit and knowledge transfer). A combination of Fixed Price and Time & Materials may be used within individual SOWs. All pricing will be agreed on a SOW‑by‑SOW basis. Confirm if you require a contracted out service or supply of resource: Contracted out service: the off-payroll rules do not apply Latest start date: 2026-08-01 Expected contract length: 3-00-00 Expected contract structure: Initial Term 1 Year with an option to extend for additional 2 years (1+1+1) Estimated contract value (excl VAT): 3000000 Why the work is being done: FCDO’s Digital Products & Services portfolio is entering a period of accelerated delivery against transformation objectives, involving multiple delivery partners and an evolving operating model. Without a central coordination point, leadership lacks an authoritative consolidated view of progress, risks and dependencies; governance becomes inconsistent; and decision-making is delayed. The PMF will provide coherence, visibility and control, enabling timely risk escalation and decision-grade insights while supporting delivery teams executing against the FCDO 2030 strategy. Problem to be solved: Delivery is occurring across multiple suppliers and workstreams with interdependencies. Current risks include fragmented reporting (no single version of truth), unmanaged cross-supplier dependencies, inconsistent governance rhythms/quality gates, slow escalation of critical risks, and increased coordination burden as the portfolio scales. A PMF is required to integrate plans, consolidate RAID, coordinate governance inputs, and surface trade-offs/options quickly to prevent avoidable delivery delays and loss of portfolio control Who the users are and what they need to do: As a Service Owner/Head of Delivery Management, I need an integrated master plan, consolidated RAID, and weekly/monthly insights so that I can steer delivery and make timely decisions. As DTO, I need delivery insights, risks and timelines so that strategic planning and prioritisation remain grounded in real delivery constraints. As IDD PMO and governance forums, I need consistent packs/decision papers so that approvals and escalation routes operate effectively. As supplier delivery managers, I need clear standards/cadence so that reporting and dependencies are coordinated across partners. Preliminary market engagement: Please refer to Attachment 5a and 5b. Existing team: The supplier will work alongside FCDO Digital and Data teams including Service Owners, Heads of Delivery Management, the Digital Transformation Office (DTO), and the existing DTAS PMO. Delivery will also require close coordination with multiple delivery partners operating across the Digital Products and Services portfolio. Detailed team structures and named roles will be confirmed during mobilisation and onboarding. Incumbent supplier: No Working arrangements: Services may be delivered on a hybrid basis. Onsite presence will be required for key events (e.g., quarterly planning) and core meetings, with an expected cadence of onsite engagement for priority governance and planning activities. Remote working is permitted subject to FCDO security policies and OFFICIAL-level data handling requirements. Security clearance: Security Check (SC) Additional information on security clearance: All supplier staff must be UK nationals or UK-resident and hold SC clearance prior to contract start. Supplier staff must be UK-based only; no offshore/nearshore delivery permitted. Data processing/storage must remain within UK jurisdiction and comply with FCDO security and OFFICIAL data-handling policies.
