Tender description

Oxfordshire County Council (the Council) and its partners are inviting Tenders for the delivery of a 24-month e-scooter and e-bike hire service – the Oxfordshire Micromobility Scheme - to commence 1st October 2026, with an option to extend for up to a further 24 months. The Oxfordshire Micromobility Scheme has two components: 1. A hire e-scooter and e-bike scheme covering central Oxfordshire (so including Oxford and surrounding areas, for example, Abingdon, Botley, Horspath, Kennington, Kidlington and Wheatley). 2. Hire e-bike trials across the Science Vale area , and separately, Bicester. The Council is seeking to appoint a sole operator to provide both e-scooters and e-bikes for hire in Oxfordshire, with the Oxfordshire Micromobility Scheme contract replacing the current e-scooter contract and the e-bike voluntary Code of Conduct . The objectives of the Oxfordshire Micromobility Scheme are to: ? Support safe commuting to work and education and health. ? Reduce private car usage and congestion. ? Contribute towards the reduction in air pollution and carbon emissions. ? Monitor and improve perceptions and attitudes towards micromobility. ? Deliver a safe and accessible alternative travel mode which complements the public transport offer, especially for first-/last-mile journeys. ? Deliver a network of parking bays that are accessible and do not detriment footway users. ? Ensure compliant and responsible parking of e-scooters and e-bikes through engagement with operator and data monitoring. ? Offer choice to residents and visitors through providing a public joint e-scooter and e-bike hire scheme. Keywords: e-bikes and e-scooters
