Firefighting Equipment Maintenance and Associated Services

Tender description

The University of Birmingham ("the University") is procuring a Framework for Fire Equipment Maintenance; Fire Training and Fire Risk Assessments to the University of Birmingham.<br />The scope of the Framework shall include, but not be limited to: <br />1. The provision of the following services: <br />The University of Birmingham wishes to enter into a long-term contract (the “Contract”) for the provision of Fire Equipment Maintenance; Delivery of Fire Training; and Fire Risk Assessments.<br /><br />Whilst this contract will only guarantee the procurement of Lot 1, the contractor could be required to supply part or all of Lot 2 and/or Lot 3 as required. <br />The University of Birmingham is seeking to award to a single contractor who will provide all of the services across all Lots. <br />The competent engineer(s) must be trained and have access to BS 5306 part 3 and hold a current certificate of training as indicated in BS 5306 part 3 and hold a OP9 – Substation Access Course accreditation/certification.<br /><br /><br />Lot 1 – Maintenance and inspection of fire equipment<br />Lot 2 – Delivery of Fire training<br />Lot 3 – Fire Risk Assessments<br /><br /><br />Lot 1 Maintenance and inspection of fire equipment<br />Lot 1 comprises of the inspection, testing, maintenance and replacement of a range of Fire Equipment located at various sites within the University of Birmingham as listed in Appendix A. The inspection, testing, maintenance and replacement will consist of the recommendations in BS 5306 part 3 and manufacturer’s recommendations. This will also include all relevant signage pertinent to the firefighting equipment installed.<br />The contractor will be expected to review installation of firefighting equipment to satisfy itself that the equipment installed is appropriate and advise to the T.O. of any replacement firefighting equipment that may provide cost savings for the University. <br />Additionally, the contractor may be requested to identify and install/replace building escape route signage. <br />All inspection, testing, maintenance and remediation works to be undertaken by fully a competent engineer(s).<br />Lot 2 Fire training for the University of Birmingham <br />Lot 2 is fire warden training for the University of Birmingham. Any training would be agreed with the HR, Health and Safety Services department prior to any training taking place.<br />All training to be undertaken by fully competent and suitably qualified person(s). <br /> <br />Lot 3 Fire risk assessments for University buildings <br />Lot 3 comprises fire risk assessments to University of Birmingham buildings. Any risk assessments would be agreed with the Estates department prior to any risk assessments taking place. <br />All fire risk assessments be undertaken by fully competent and suitably qualified person(s) (Level 4 Diploma or equivalent certification/qualification).<br />The contractor will need to inform the University of Birmingham on how it proposes to supply the engineers/suitably qualified persons for the execution of all three (3) Lots.<br /><br /><br />The terms of awarded contract shall be fixed and firm for a period of two (2) years commencing 1 August 2026 until 31 July 2028, with an option to extend two (2) periods of one (1) year each up to a maximum extension period of a further two (2) years until 31 July 2030.<br /><br />Engagement<br />The University of Birmingham is inviting expressions of interest (EOI) from contractors in relation to this upcoming tender opportunity.<br />Following the initial EOI stage, the University intends to conduct contractor engagement in the form of information gathering and shortlisting, following which a select number of contractors will be invited to partake in the tender.<br />If you are interested in engaging with the University for this project, please register to our E-Tendering Portal (https://in-tendhost.co.uk/universityofbirmingham/aspx/Home) if you are not already, and express interest by completing and returning the Supplier Contact Details Form as directed. <br />Note: the University of Birmingham is operating as a Non Contracting Authority and any process associated with this tender opportunity will be conducted outside of the Procurement Act 2023.<br />
