Prior Information Notice<br /><br />New Castle Rushen High School<br /><br />This tender process is being co-ordinated and run by AtkinsRealis on behalf of the Department for Education, Sport and Culture (DESC)<br /><br />Location: <br />Castle Rushen, Castle St, Castletown IM9 1LD, Isle of Man<br /><br />Project Description: <br />The construction of a new secondary school facility and a six-lane swimming pool complete with changing amenities, integrated within a modern sports hub as part of a comprehensive redevelopment masterplan. <br /><br />Demolition: <br />Upon completion of the new school building structure, existing school buildings will be demolished and cleared to make way for construction of the new sports hall and swimming pool facility, as well as landscaping and ancillary facilities.<br /><br />Purpose & Benefits:<br /><br />• Delivers a fresh, modern educational environment and enhanced sports infrastructure for both the school and the wider community.<br /><br />• Supports lifelong learning and wellbeing in the south of the Island. <br /><br />• Ensures continuity of educational services without disruption during construction.<br /><br />The construction phasing is proposed to be undertaken through the following:<br /><br />• Phase 1 – Demolition of Existing smaller Sports Hall, relocation of existing all weather sports pitch, construction of a temporary Sports Hall / Exam Space <br /><br />• Phase 2 – New build High School<br /><br />• Phase 3 – Demolition of Existing School Building (with the exception of the Main Sports Facility)<br /><br />• Phase 4 – New build Sports Facility, and Swimming Pool Facility, and commencement of new Main Entrance.<br /><br />• Phase 5 – Demolition of Existing Swimming Pool, remove Temporary Sports Hall / Exam Space and completion of Main Entrance works.<br /><br />• Phase 6 – Removal of Haul Road and prep land for future Primary School provision.<br /><br /><br /><br />Estimated Timelines:<br />• Issue of PIN Notice on IoMG website 11th February 2026<br />• Issue of Tender Documentation 11th February 2026<br />• Deadline for Clarifications 10th April 2026<br />• Tender Submission Deadline 20th April 2026<br />• Evaluation Period 21st April 2026 – 11th May 2026<br />• Notification of Outcome 12th May 2026<br />• PCSA Signed 26th May 2026<br /><br />Contract Type: <br />JCT 2016 Design & Build (with amendments)<br /><br />Tender Information: The tender will include mandatory compliance requirements and will then be scored with a weighting of 70% Quality and 30% Commercial.<br /><br />The designs issued as part of the tender package will be based on the Client’s Design Team’s RIBA 2 information.<br /><br />Tenderers will be asked to submit a Guaranteed Maximum Price for the full works, to enable the DESC to apply for project funding through Tynwald.<br /><br />Communications and Clarifications: <br />All communications and clarifications shall be raised through the project specific email address CRHS_Tender@atkinsrealis.com. <br /><br />Responses will be consolidated and shared with all bidders to maintain equal access to information. Clarifications raised as commercially sensitive will be responded to directly to the tenderer who raise them. <br /><br />Tender queries and clarifications will be tracked using a query tracker and all clarifications will be responded to in advance of the tender deadline.
