Tender description

Crown Estate Scotland intends to procure a combined service providing daily and weekly public affairs and political monitoring, together with a stakeholder engagement system that enables the recording, management and analysis of interactions with elected representatives, public bodies and other key stakeholders. The service will ensure CES receives timely, accurate updates on relevant political and parliamentary activity across Scotland and the wider UK, alongside a reliable multi‑user platform that supports ongoing stakeholder engagement needs. Lot 1: Crown Estate Scotland intends to establish a contract for the provision of a combined public affairs monitoring service and stakeholder engagement system. The requirement covers the delivery of daily and weekly monitoring of political, governmental and parliamentary activity relevant to Crown Estate Scotland’s statutory functions, as well as timely alerts on significant or unexpected developments at Holyrood and, where relevant, Westminster. The service must provide accurate, clearly interpreted information that distinguishes matters relating specifically to Crown Estate Scotland from those pertaining only to The Crown Estate operating elsewhere in the UK. The contract will also include the provision of a stakeholder engagement platform that enables CES to record, organise and manage interactions with elected representatives, parliamentary offices, public bodies and other key stakeholders. The system must support multiple users, provide reliable access, and contain sufficient functionality to categorise stakeholders, maintain engagement records and support CES’s ongoing external relations activity. The supplier appointed through this procurement will be expected to deliver both the political monitoring service and the stakeholder engagement system as a single, integrated arrangement, and to provide responsive support throughout the contract period. The activities required under the contract will help ensure that Crown Estate Scotland remains informed about relevant political and policy developments and is able to maintain an accurate and effective record of stakeholder engagement across the organisation. This Prior Information Notice (PIN) aims to assess market interest, supplier capability and capacity, identify delivery challenges or conflicts of interest, andfeedback to inform the final scope, structure and commercial model of the forthcoming tender. Participation in the PIN is voluntary and will not be evaluated. Please see the provided "PIN Description" document for further information. CES is issuing this PIN to gather supplier views on capability, capacity, risks and pricing needs. Participation is voluntary and will not form part of any future evaluation. A questionnaire is provided, with responses requested by 19 March 2026 at 17:00. Non‑respondents may still participate in any subsequent open procedure.
