As part of preparation work for a future procurement procedure, Renfrewshire Council (the “Council”) would like to invite your organisation to participate in this market consultation engagement exercise. The market engagement does not form part of the formal procurement process and will not impact on the evaluation of any future procurement procedure. The purpose of this PIN is to gather market interest and information to inform the procurement strategy and approach to Renewal of existing carbon steel pipework distributing heating and hot water within the common areas/landings of occupied multi storey blocks at the Calside Estate, Paisley Lot 1: Renewal of existing carbon steel pipework distributing heating and hot water within the common areas/landings of occupied multi storey blocks at the Calside Estate, Paisley. (Union Court, Hamilton Court, Calside Court and Rowan Court). Sections of the original carbon steel system was retained when the biomass district heating was first installed. These legacy pipes have since suffered severe internal corrosion leading to thinning pipe-walls, leaks and frequent bursts. Continuous topping up of the system has introduced air and fresh water, accelerating the corrosion and causing ongoing water/heating service disruption to residents. The proposed project will deliver a comprehensive renewal of the distribution pipework within the common areas/landings of the multi storey blocks, replacing it with stainless steel risers and plastic laterals (compatible with the existing biomass energy centre). Works will include design, isolation, installation, testing, commissioning, water treatments and reinstatement of fire-rated containment where required. All properties within the blocks will remain occupied throughout the project, with Renfrewshire Councils Technical Team managing the works and acting as the main liaison between the appointed contractor and residents.
