Tender description
Domestic Combustion Tracking and Evaluation Burning in a domestic setting, commonly referred to as domestic combustion, emits several toxic pollutants that are harmful to human health and the environment. In particular, domestic combustion emits fine Particulate Matter 2.5 (PM2.5), which is associated with higher mortality rates, especially for people with cardiovascular and respiratory illnesses. Recent research by Defra indicates that approximately 23.5% of the UK adult population engages in domestic combustion. Between 2018–19 and 2022–23, the overall prevalence of domestic burning increased by 4 percentage points. Domestic Combustion is a significant contributor to our national emissions of PM2.5. The following specification describes the activities to be undertaken as part of this tender and invites tendering organisations or consortia to provide services for four interlinked work packages. The activities delivered under this tender over its 4 year lifetime will: • Provide robust and reliable data on domestic burning across the UK and develop UK estimates for solid fuel use. • Provide an understanding of attitudes towards, and motivation driving, domestic burning in England • Investigate in greater detail the burning behaviours of burners and the impacts of burning on indoor air pollution, through an evidence assessment, and potentially a small-scale study. • Provide ad Hoc Analytical and Research Support to Defra in relation to burning and associated emissions.
