East Lothian Health and Social Care Partnership has commissioned Core and Cluster Care at Home Services for adults with disabilities and mental health needs living in their own tenancies. The service aims to promote independence, wellbeing, and community integration through personalised, outcome-focused support, including personal care, overnight assistance, and enabling support. Lot 1: East Lothian Council, on behalf of East Lothian Health and Social Care Partnership (ELHSCP), has procured a provider to deliver Core and Cluster Care at Home Services for adults with disabilities, autism, mental health conditions and physical support needs. The service will be delivered within a new housing development in Tranent, East Lothian, comprising individual tenancies in a core and cluster model. Support includes personal and non-personal care, overnight assistance, enabling support, and wellbeing-focused interventions. The service is outcome-focused, person-centred, and designed to promote independence, reduce social isolation, and support community integration. This procurement was conducted in the form of an Enhanced Service Matching Process (mini competition) under the Scotland Excel 2022 Care and Support Services Flexible Framework Agreement.. This procurement exercise was conducted by Scotland Excel on behalf of East Lothian Council. However, Scotland Excel will not be involved in the ongoing management of the resulting contract.
