Tender description
Oral health among children under five in England remains a significant public health concern. On the 7th of March 2025, the government announced plans to implement a national targeted supervised toothbrushing (STB) programme for children aged 3, 4 and 5 in the most deprived communities to improve oral health outcomes. As part of this programme, we require a contractor to collect, pack and deliver the resources needed for the STB programme within school and nursery settings and child minders in Stockport. For clarity, the contractor will not be responsible for purchasing the toothbrushing resources. The resources comprise of toothbrushes, toothpaste (including Colgate prepackaged toothbrush and toothpaste packs), toothbrush stands, timers, mouth model and brush, and storage cabinets. These will be stored at a central location in Stockport (Merseyway shopping centre) for duration of the programme. You will be required to collect the resources from here for onward packing and distribution. The process detailing the involvement of the contractor is as follows: 1. You will be notified when a setting signs up for the programme. This may be a school, nursery setting, child minders or other appropriate setting in Stockport. The notification will be sent via email advising how many of each of the above resources are needed and where they should be sent to. 2. You will be collect the relevant resources from the central location and pack and deliver them to the setting within two weeks of receiving the notification. This will include agreeing a delivery date with the setting. We have estimated the number of settings that will be targeted to take part in the programme is 65 but this may be more or less depending on uptake from settings. The expectation is that each setting will have one delivery a year of which will contain: • A minimum of 3 toothbrushes per child (e.g. in a class of 30 children, 90 toothbrushes will be given). • 1 or 2 toothbrush racks depending on the size of the class. • Tubes of toothpaste (calculated by size of the class). • 1 timer. • 1 mouth model and brush. • 1 storage cabinet. • Colgate toothbrush and toothpaste pack per child to take home. Upon acceptance of the quote, Purchase Order will be issued by Stockport Council and the contractor will submit invoices on a monthly basis, based on the number of parcels packed and distributed.
