Tender description

Bolton Metropolitan Borough Council ("The Promoter") invite expressions of interest from suitably qualified and experienced suppliers to appoint an investor / developer of heat networks to commercialise Bolton's heat network Advanced Zonal Program, which will be subject to the information, specification and tender package enclosed. This will include the town centre reference scheme from its current status through to a stage that will allow the investor / developer to commit to delivering the AZP and town centre projects. This procurement will appoint a development partner via a Development Agreement. The contract is estimated to start 03 February 2026 for a period of 12 months.
