Which phase the project is in Not applicable Existing team This service is being delivered by an incumbent supplier, the successful bidder will need to work with the incumbent (for transition) and Home Office personnel, HMPO stakeholders and the Technical Design Authority. The service is currently run by 20 full-time equivalent resources covering SFIA 4, 5 and 6 in roles such as enterprise architects, technical architects, technical business analysts, and architect owners. Although these are not mandated, it will be factored into the pricing evaluation at written proposal stage. The target daily rates (excluding VAT) are as follows: £980 (excl. VAT) for Architecture SFIA 4: £1,095 (excl. VAT) for Architecture SFIA 5; £1,130 (excl. HMPO employs agile delivery methods and project management methods (depending on the nature of the requirement), tailored to each team dependent on its maturity and the nature of the products and services in its remit. These multi-disciplinary teams operate within a common set of architectural frameworks and a shared governance structure which connect them to wider organisational objectives. The Enterprise and Solution Architecture Service will provide services for the HMPO’s Technical Design Authority (who will commission Statement of Works) in delivering the technical designs and guidance for the projects and products in HMPO’s IT portfolio. This portfolio covers a range of capabilities including case working, customer services, fulfilment, end user services, platforms, etc. The objective is for the Supplier to provide a managed service for Enterprise and Solutions Architecture, which comprises: o IT portfolio management (inventory, application lifecycle, current state, and target state); o architecture repository management; o setting policies, standards, patterns; o technical assurance and review of designs; o design governance; o Technical Roadmaps; and o technical risk management. · Solution Architecture, which comprises: o technical options assessment; o high-level design; o detailed design as required; o transition architectures; o drafting technical requirements for suppliers; o solution documentation; and o support and troubleshooting transition and go-live. Although the Supplier will be responsible for achieving the required delivery outcomes, HMPO expects all stakeholders, partners and suppliers to work collaboratively, transparently and in partnership to achieve the overall outcome Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done PCCR (HMPO) employs agile delivery methods and project management methods (depending on the nature of the requirement), tailored to each team dependent on its maturity and the nature of the products and services in its remit. The Enterprise and Solutions Architecture Service will provide services for the HMPO’s Technical Design Authority in delivering the Technical Architecture designs, assurance and guidance for the projects and products in HMPO’s IT portfolio. This service provides architecture and assurance services to HMPO’s change portfolio ensuring coherence and consistency across the Products, and alignment with wider HO and Government strategies. The business problem you need to solve HMPO is transforming its IT services, moving to a more agile, Product centric, cloud first architecture, and is significantly advanced in the implementation of this transformations. This is being delivered through multiple portfolios (passports, civil registration, enablers), building in-house capability where it is unique to HMPO, and utilising shared services where there is a common need. Passport, Civil Registration, E2EBI transformations are progressing and into the advanced phases of delivery. Some Digital Business Services are fairly mature and may require occasional technical direction as an architecturally significant new feature or capability is needed. Whilst others are still at discovery stage and require a high-level design which is then iterated in collaboration with the delivery team. The aim of the service is to ensure HMPO’s IT architecture supports HMPO’s business objectives, and complies with HO and HMPO technical strategies and standards including ensuring the technical architecture aligns with wider strategies and standards, while meeting stakeholder requirements, ensuring key cross-cutting concerns are addressed in the architecture (reliability, security, cost effectiveness, supportability, performance) and documentation of the architecture to agreed standards.
