Award of Housing Scotland Bill Use of Powers Consultation Analysis

Tender description

This tender aims to procure an independent, robust and timely mixed methods analysis of the responses to a consultation on technical aspects of the Housing (Scotland) Bill legislation, in particular possible exemptions from rent control restrictions, use of a modified rent cap in certain circumstances and for joint tenancies. This tender would involve providing quality assured findings, presented in the form of a clear and concise interim output and based on analysis of the full dataset, in time to inform the next stage of the Parliamentary process for the Housing (Scotland) Bill, which likely means producing interim or draft reporting and a presentation to SG by the end of August at the latest; and producing a clear and concise final report which meets Scottish Government publication standards before the end of the contract. The outputs of this tender will inform ongoing policy development.
