Tender description

We are interested in gauging market interest in this future opportunity to deliver the services outlined, if and when this is advertised as a competitive procedure. This is a market test. It is not a formal invitation to tender. The Council is considering establishing a new multiple-provider flexible framework that will be used to procure a range of contracts for the Supported Housing and Floating Support Framework. A 'framework agreement' is a contractual agreement between Islington Council, as the contracting authority, and one or more suppliers that provides for the future award of contracts. The purpose is to establish the quality requirements, pricing and terms and conditions of providing the specified services during a given period of time. The council can then ‘call-off’ contracts for services via the framework from the successful providers. The quantity and configuration of services purchased through the framework is defined by the council, in response to local demand, and can change during the period of the framework. The procurement of these contracts would be conducted in accordance with the Procurement Act 2023. The procurement would be subject to the ‘light-touch regime’ under Section 9 of the Act. If established, the new framework would enable the Council to be highly responsive and award call-off contracts for services / units as and when suitable accommodation and/or funding opportunities arise. The council is exploring utilising the flexibility allowed under the ‘light-touch regime’ to design a process that will ensure a robust assessment of providers prior to being appointed to the Framework and prior to being awarded a call-off contract. We are conducting early-stage market engagement, and we are keen to hear your feedback, comments and suggestions. As mentioned above, establishing a framework is only being explored at this stage and plans are subject to change. We have developed a Frequently Asked Questions document and a short online questionnaire for support providers and registered social landlords. Your response to this questionnaire is important and valuable to the Council. Our sincere thanks in advance for taking the time to complete this. Please click "Express an interest in this opportunity" for further information. Please read the Frequently Asked Questions document and answer the questions in the Market Test questionnaire. Your responses will help the council to develop its specification and award criteria. This questionnaire will not be scored; it is only for information/market testing purposes.
