Tender description

The University wants to install Automatic Number Plate Recognition (ANPR) Technology, the purpose of this is to identify vehicles and match them against a database of permit holders or occasional users.

The aim is to improve Car Park Management, simplify administration and automate the majority of parking management processes. The University has very busy periods and also very low periods of use, this is to ensure that we optimise the spaces available and ensure that revenue can be generated.

The University will undertake a phased Implementation of Parking Management Strategy to support an overall Parking Management Strategy for (ANPR), allowing the continuation of parking enforcement charges and parking charges.

The aim is to simplify fee Collection and implement an automated system to collect fees on behalf of the University including
Enhanced Security: It is envisaged that the ANPR systems can help identify and track vehicles entering and exiting a facility, improving overall security.

By automatically recognising and logging vehicle license plates, ANPR systems streamline the process of managing parking permits and payments. This reduces the need for manual checks and allows for more efficient use of parking spaces thus giving us a more efficient Parking across all sites.

Automating the identification and management of vehicles will reduce the administrative burden on staff. This allows for quicker processing of permits and payments, and minimises the time spent on enforcement activities.

The ANPR is expected to enforce parking rules more effectively by automatically identifying vehicles that violate parking regulations, such as parking in restricted areas or overstaying time limits. This will help maintain effective management order and ensures compliance with parking policies.

The University wants to optimise their revenue generation, by accurately tracking vehicle entries and exits, ANPR systems can help in collecting parking fees and fines more efficiently. This ensures that the University can generate revenue from parking management without the need for manual intervention.

We Require data collection and reporting. This analysis will provide valuable data on parking usage patterns, which can be analysed to optimise parking space allocation and improve overall parking management strategies.

Ultimately for regular users of the University Car parks this will be a Convenience, for current permit holders and occasional users this will offer a seamless and stress-free parking experience. Users do not need to display physical permits or tickets, as their vehicle license plates are automatically recognised and matched against the database.
