Provision, Support and Maintenance of Tessello Software eLearning and Development Platform

Tender description

The Tessello collaborative learning platform allows member Councils to deliver, track and optimise learning across multiple teams and platforms. The platform provides customisation options that allow users to create personalised learning pathways that are matched to skills frameworks and development goals. Lot 1: The initial contract (SLC/FIN&IT/SP41/2009) was awarded to Brightwave Ltd via a competitive procedure in 2009 and again in 2014 following a further competitive procedure (SLC/PS/FINCOR/13/214). Brightwave Ltd is now trading as Capita Business Services Ltd. Due to the impacts of the Covid-19 pandemic the Council used a non-contractual extension in July 2021 to procure the software for a further 2 years (SLC/PS/FINCOR/21/036) which expired on 31 July 2023. A further negotiated contract was subsequently implemented (SLC/PS/FINCOR/22/081) which started on 01 August 2023 and is due to expire on 31 July 2025. Currently the Council is in the process of carrying out a new competitive procurement procedure which is anticipated to be awarded by February 2026, with a ‘go live’ date of August 2026 (SLC/FC/24/071). Therefore, this new negotiated contract is required to ensure continuity of service and that there are no gaps in service provision. The significant and sustained increase in usage of online learning across all member Councils which first arose out of necessity during the pandemic has not decreased. As a result, it is now recognised that a robust and reliable learning platform is a fundamental requirement to deliver learning and development to support service delivery.
