Description 3.1 Aims and objectives of service o To provide young people under 20 years with group and/or individual support to help them re engage in their educational placement and be empowered to make positive life choices. o To deliver the support/programme flexibly in and out of school/college to meet both the group and the individual needs of participants. o To target young people aged school Years 10, 11, 12,13 o To monitor the progress of participants throughout the programme/support o To track participants following the programme/support end date and at 6, 9 and 12 months post intervention. o To offer evidence-based programmes of support. o To have full understanding of safeguarding issues and requirements, and risk assessments, and policies on disclosures. o To conduct an initial assessment to determine if support complements existing support that may be in place o To deliver this support through consultation with Bedford Borough Public Health o To work effectively with other local agencies and teams, where appropriate, to ensure that young people are referred appropriately either during or at the end of the intervention. o To provide a flexible referral route via young people, their parents, educational setting or recognised agencies working with young people o To have good knowledge of positive pathways that young people can progress into should they choose to. 3.2 Service description/pathway The service offer should be promoted via an effective local communication strategy with clear and simple referral routes into the programme/. Educational settings should be able to identify individuals or groups that they feel would benefit from this support. 3.3 Population covered Young people under 20 years resident in, or attending, an educational setting within Bedford Borough in school years aged year 10, 11,12,13. 3.4 Any acceptance and exclusion criteria and thresholds Young people under 20 years resident in or attending an educational setting within Bedford Borough in school years aged year 10, 11,12,13. 3.5 Interdependencies with other services The service provider is expected to have a good understanding of the key local services available that deliver support for young people in Bedford Borough and how to refer into these services where needed. 3.6 Any activity planning assumptions The successful provider will meet regularly with Bedford Borough Public Health to plan the work of the programme and the progress and outcomes and make alterations as required. The service provider will also provide a yearly overview at the Child Health and Wellbeing Partnership Group. The provider will be thorough when working with a young person to prevent any duplication of support from other services. As a potential provider the council will expect you to propose and demonstrate how you will measure improvements in each of the outcomes where applicable. The potential provider will provide details of the total numbers of young people that could be supported per academic year for the contract value, what this support will entail in detail, and how the service will meet the key service outcomes. Outcomes and Indicators: To provide support on a group or individual basis to young people under 20 years of age resident in or attending an educational setting in Bedford Borough, who are struggling to engage positively with their educational placement due to any risk factors in order to achieve the following outcomes: • Improvements in educational attendance and experience positive educational experiences • Increased participation in positive activities • Improved wellbeing, self-esteem and high aspirations • Young people achieve healthy relationships • Young people to understand exploitation, and how to protect themselves, and have increased resilience. • Young people make positive choices with regards to their sexual health • Young people make positive choices in regards to their physical health • A reduction in harmful risk taking behaviours; substance misuse, alcohol, smoking and drugs, involvement in knife crime and gang associated behaviour. • Empowering young people to feel safe in their own environment • Young people understand the issues surrounding consent and their rights and responsibilities in this area • Young people feel supported and have a range of options available to them at transition points and feel empowered to make informed decisions regarding their future.
