The requirement is to produce a Luton Climate Change Study to provide the evidence required for the development of a new Luton Local Plan (that is found to be ‘sound’ following Submission and examination).The methodology used within the study must therefore, meet or be consistent with the requirements of the National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG).
