Pre-market engagement Not applicable. Work done so far We have completed a discovery phase and commenced an alpha on 28 April which we expect to run until the end of July 2025. Which phase the project is in Alpha Existing team The discovery and alpha have been completed by a managed service. An internal MoJ team is to be recruited and in place before the end of this contract in March 2026. Address where the work will be done Most of the work can be completed remotely i.e. homeworking. However, there may be a requirement to work with MoJ digital or agency stakeholders who are predominantly based in London and Sheffield or to visit users at a range of HMPPS locations across England and Wales. Working arrangements Remotely with occasional visits to MoJ and HMPPS sites. It may also be useful for user research purposes to visit staff on unpaid work placements. Are you prepared to show your budget details?: Yes Indicative maximum: £1,900,000.00 Indicative minimum: £800,000.00 Provide further information: not specified Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Community Payback is a form of community sentence where offenders are required to complete unpaid work such as removing graffiti, clearing wasteland or decorating public buildings such as community centres. The MoJ is investing in a digital service to improve the end-to-end journey for Community Payback from an individual being sentenced, through assessment and induction to completion of unpaid work placements. We have completed a discovery and have commenced an alpha phase focused on preparing for unpaid work and completing a placement which is due to complete at the end of July 2025. We are seeking a managed service provider to complete the beta phase, designing and developing key components of the service, testing in a Private Beta (discrete audience) to be ready to launch live (minimal viable) service by April 2026. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Ministry of Justice - MoJ Why the work is being done The MoJ is committed to improving ways of working and making its processes more efficient and effective through improved digital services, enabling its staff to spend more time supporting people on probation and less time on administrative tasks. Community Payback has been identified as a key area for improvement as current processes are inefficient and time consuming due to: • High volume of manual processes to gather information on the individuals sentenced to Community Payback; to set up and record placements and attendance; as well as other administrative tasks. • Lack of interoperability across MoJ/HMPPS IT systems, means information is duplicated across different services and needs to be rekeyed or is collected multiple times. • Limited reporting capabilities meaning staff need to collate and compile management information. The business problem you need to solve We have researched current processes and user pain points across the end-to-end journey for Community Payback from sentencing, through induction and assessment to completion of placements and enforcement activity. We have validated our findings that a new digital service for Community Payback, designed to MoJ digital standards and integrated with other MoJ/HMPPS services, will add the most value to users alongside other opportunities to simplify the user journey and operational processes. We have commenced an alpha, prioritising the components of the end-to-end journey to prepare someone for Community Payback and completing Community Payback placements. These components will lay the foundations for a digital service to eventually cover the whole Community Payback journey. At the end of the alpha, by 31 July 2025, we expect to have completed further user research on preparing someone for Community Payback and completing placements and have tested with users and iterated prototypes, so we are ready to commence a beta to build the new service as a minimal viable product. We are seeking a managed service provider to stand up a beta team with all required roles (e.g. Product Owner, Delivery Lead, Business Analyst, Service Designer, User Researcher, Content and Interaction Designers, Developers and Technical Architect) to take the discovery and alpha assets and build the digital service, test this with users and iterate based on feedback so that by the end of the contract, 31 March 2026, this service is ready to be rolled out as a live Public Beta. The managed service team will also need to knowledge share and handover all assets to an MoJ team before the end of the contract. The MoJ team is to be recruited with the intention they are in place before the end of the contract and will continue the work to support and maintain the live service and complete further development of an end-to-end service.
