RSA Card Production Services Market Consultation

Tender description

This a market sounding exercise to inform a potential public procurement process for the provision of Card Production Services (“CPS”) for the Road Safety Authority (“RSA”) in Ireland. CPS is focused on the production, personalisation and dispatch of learner permits, driving licences and tachograph cards. CPS consists of the following services: • Card Design: Design of the front and back of the polycarbonate card and memory chips of the licences and tachograph cards to reflect the data, imagery and security features required. • Card Testing: Test strategies, procedures, methods and scripts for the testing of the licences and tachograph cards to ensure that they are compliant with the specifications. • Facilities Design and Development: Design, development and commissioning of the equipment, systems and other facilities that will be required to support the CPS. • Card Production and Delivery: Personalisation and printing of the licences and tachograph cards and cover letters to be distributed to cardholders after inserting into envelopes along with any relevant flyers. • Digital Certificate Generation: Generation of digital certificates for insertion onto tachograph cards as Ireland’s certification authority. • Provision of Test Cards: Development and provision of test cards to be used by RSA or its representatives in testing that the licences comply with the specifications. • Specimen Cards: Provision of demonstration versions of the licences and tachograph cards (i.e. specimen cards) to be issued by RSA to other government agencies, licensing authorities in other countries, or other stakeholders.
