Tender description

The National Transport Authority (the “Authority”) wishes to undertake the annual National Household Travel Survey (“NHTS”) of 4,000 households throughout the Republic of Ireland, with the surveys conducted between September and early December each year. The purpose of the surveys is to gather travel information statistics for the Authority’s ongoing transportation planning role, as well as to provide essential travel data for the update of its regional transport models, the development of additional transport modelling tools and monitoring and research on travel and transport. The NHTS can help to understand relationships between travel patterns and other variables – like remote or hybrid working, sustainable mobility policy interventions, expansion of broadband internet connectivity, online shopping and parcel delivery, electric bikes, e-scooters, etc. – that may be introduced or change over time. A high level scope of the services required for each annual survey include the following:  Update the survey instruments based on lessons learned from previous years;  Prepare materials for the Authority’s NHTS communications plan;  Develop and document the NHTS methodology;  Administer survey instruments and collect data;  Data processing, analysis, and quality control;  Produce and deliver interim data files;  Produce and deliver various monitoring reports and technical notes;  Prepare data weightings;  Produce and deliver final data files;  Create interim and final maps of sampled households;  Produce draft annual NHTS Report;  Produce a statistical calculations file;  Produce tabular outputs;  Produce a methodology and quality report;  Produce final NHTS annual report; and  Any other auxiliary tasks or activities which supports the production of the final NHTS annual report. The initial term of the proposed contract is two (2) years, with the option for the Authority to extend annually for a maximum period of two (2) further years. The maximum term of the contract is four (4) years. The estimated value of the proposed initial contract is €1.4 million; however the Authority reserves the right to spend a maximum of €3.2 million over the maximum term of the proposed contract.
