Proposal to co-develop a co-benefits framework for Luton Communities -The proposal is to : a) use the Index of Readiness (ie unique statistical methodology of compiling national and local data) to identify the unique challenges and the dynamics affecting community participation in lowcarbon choices in each neighbourhood in Luton, in order to develop community profiles. These profiles will have different levers through which the Council can work with local councillors for different wards to prioritise strategic interventions to build participation in net zero; b)map the co-benefits of net zero interventions for Luton as a whole place (such as health, economic development, air quality etc); for different communities and neighbourhoods, and to look critically, through a data-led and evidence-based view with the Luton Council teams, how and how far these can be achieved through the Luton Net Zero roadmap and Luton 2040 strategy working in partnership.
