The Blue Badge scheme is a national scheme legislated by the Department of Transport and administered by Local Authorities as a statutory service. Where a Bedford Borough resident is not automatically awarded a Blue Badge due to a benefit entitlement, or where there is sufficient supporting medical evidence. The Council can only issue a Blue Badge if a physiotherapist or an occupational therapist certifies that the person “has an enduring and substantial disability that causes inability to walk or very considerable difficulty in walking.”
