Business Improvements Districts (BID) database

Tender description

The BID database was previously procured under the main Revenues and Benefits NEC contract. A decision was made to end the existing Business Improvement District on 31 March 2025 and as a result the BID database was removed from the 5 year contract with NEC. The Council is required to continue collecting post 1 April 2025 BID levies that remain outstanding. In addition there is an ongoing requirment to make restrospective changes to liability, provide finanaical information as well as distributing surplus balances to businesses that previously paid the BID levy. Due to the urgency (i.e. the existing contract ends on 31 March 2025) it has not been possible to proceed through the GCloud route and to ensure service continuity from 1 April 2025, a 12 month waiver is requested. This will allow sufficient time to make a more strategic decision on future arrangements during 2025/26. I have also discussed the waiver option with procurement.
