Pre-market engagement N/A Work done so far N/A Which phase the project is in Live Existing team The Architecture as a service function will frequently interact with key digital teams within Navy Digital including but not limited to, Maritime Digital Delivery Services, Enabling Services Team, Cloud and Hosting, C4 (Command, Control, Communication and Computing), Data and Navy Applications. The service will report directly into the digital HQ which is led by Daren Copus (Digtal HQ Head) and Supported by Jon Shaw (Head of PfO). An additional £2,500,000 Ex Vat has been added to the maximum expenditure of the subject as an additional limit of liability however that will be subject to addition funding approval and approved Statement of Works agreed with the supplier. This will be managed on a 'call-off' basis. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Navy Digital is required to deliver and sustain Digital Architecture Services into the Maritime Domain and across the Navy Command digital enterprise. This includes providing the maritime focus and contribution to the architecture elements of the MOD digital strategy for Defence. This will also provide a strategically aligned maritime technical reference architecture that can inform digital development and shape the procurement of future digital systems and capabilities to be deployed in the maritime domain both ashore and afloat. Where the supplied staff will work South East England Who the organisation using the products or services is Ministry of Defence - Navy Command Why the work is being done The Digital Strategy for Defence highlights improved Defence outcomes through exploitation of data, enabled by a Digital Backbone secured using Zero Trust Architecture. The associated Data Strategy and upcoming Digital Technology Strategy propose that a means of delivering this vision is through multiple reference architectures – for Information and Data; Networks; and Common Technology (CTA). A service based contract is required to deliver a core funded Architectural service with contracted capacity to enable agile delivery of increased service volume to meet changing Navy Digital Architectural service demands. It will ensure Navy Digital deliver these requirements in a coherent way by preventing duplication, incompatibility issues, capability gaps and inefficiencies. The business problem you need to solve The Royal Navy Data and Digital Plan 2022-25 is fundamentally based on a future architecture that supports being “data and evidence driven in everything we do; Fully integrated by 2030”. To achieve this, and derive the associated benefits, Navy Digital needs to both influence and maintain coherence with the strategic policies, governance regimes, architectures and centrally provided common services. This future architecture will need to be captured in the Navy Digital Enterprise Architecture, and appropriate transition architectures defined. The Digital Architectural service requirement is set against priorities, established by Navy CDIO, supporting Digital Coherence of the Maritime Domain across the Navy Command digital enterprise both internally and with other parts of MOD. Areas of focus cover: Cohering with Defence Digital initiatives and headmarks defined in the ongoing evolution of new pan-MOD strategy documents, Common Technical Architecture (CTA) and Architecture Governance. Ensuring the maritime and Navy Command perspective is understood and considered in central architecture policy, standards, and governance. Ensuring coherence with and support for Royal Navy Digital Transformation programmes and related initiatives. Ensuring coherence with and support for the Single Information Environment but with specific emphasis on the maritime domain and in support of Navy Command operational and digital outputs. First user type: The users of this service will be internal to the Royal Navy primarily used by Navy Digital but expected to have interaction with wider Royal Navy Project and Programmes where architecture support and governance has been identified.
