Request for Tenders for the Provision of Digital Audio Recording Solution and Related Services for the Houses of the Oireachtas Service

Tender description

The Houses of the Oireachtas Commission (the “Contracting Authority”) invites tenders (“Tenders”) to this request for tenders (“RFT”) from economic operators (“Tenderers”) for the provision of the services as described in Appendix 1 to this RFT (the “Services”). In summary, the Services comprise: The provision of a Digital Audio Recording Solution and Related Services for the Debates Office of the Houses of the Oireachtas Service to be delivered over a period of up to five years, subject to satisfactory performance, budget availability and ongoing need. The initial contract is for a term of three years with two possible one-year extensions subject to satisfactory performance, budget availability, ongoing need and the contracting authority’s obligations at law. The Debates Office produces the Official Report of proceedings of the Dáil, Seanad and Committees. The Official Report is produced in real time using the recorded digital audio sound files. The importance of these services cannot be overstated. The Official Report is the historical record of the Oireachtas debates and is a legal document which may be relied on, for example, in cases of dispute and tribunals of inquiry. Tenderers must demonstrate and guarantee that they can fulfil the requirements set out in this document to ensure reliability and continuity of supply of service.
