Tender description
Secondary Teachers English Language Improvement Rwanda (STELIR) is delivered in collaboration with the Mastercard Foundation and implemented by British Council in partnership with Rwanda Basic Education Board (REB). STELIR aims to improve the English language proficiency of Lower Secondary Teachers in the Rwandan state education system to at least intermediate level, reaching 6,000 in-service teachers across 14 districts, plus 1,000 Lower Secondary Pre-Service teachers in training at the University of Rwanda College of Education (URCE), with the ultimate goal of improving learning opportunities for lower secondary pupils. <br />STELIR aims to achieve a sustainable change in the Rwandan education system by adapting training materials for the Rwanda Education Board (REB) for face-to-face intensive and online delivery and by developing a cadre of local English Teacher Trainers (both face to face trainers and e-Teacher/ Moderators) who can deliver ongoing training after the project has ended. <br /><br />STELIR now requires an experienced organisation, for phase 2 in 2024 and potentially a further phase in 2025, to provide and manage experienced international e-trainers to lead and mentor teams of Rwanda eTeacher Moderators (eTMs) to deliver the live online sessions to pre-service and in-service teachers in Rwanda.<br />The selected supplier will manage all aspects of this provision, from selection of suitable e-trainers with the required skills and expertise, onboarding, payment to e-trainers, and managing deployment and quality assurance of their work during delivery periods. <br />The contract awarded will be a framework contract detailing the rates for this type of service provision. The selected supplier must demonstrate that they have the capacity and experience to deliver at a large scale, to support a potential maximum of 85 Rwandan eTMs delivering online courses to approximately 4,000 in-service and pre-service teachers taking online courses simultaneously.
