Tender description

The scope of the work is as follows: 1) Detailed review of ES Chapter 17 Population and Health (77 pages) 2) High level review of Chapter 13 Socio-Economics (111 pages) 3) High level review of Chapter 5 Traffic and Transport (168 pages) 4) High level review of Chapter 8 Air Quality (35 pages) 5) High level review of Chapter 9 Noise and Vibration (29 pages) 6) High level review of Chapter 18 Cumulative Effects (16 pages). The review would provide a report in a format that can be adopted by the council or health and wellbeing board that would cover: 1) Quality of the health assessment 2) Areas for clarification (e.g. around workforce accommodation and management) 3) Recommendations for additional mitigation and enhancement to maximise the local public health benefits (e.g. linked to vulnerable groups, employment opportunities and community benefits fund). Supporting the review, we would undertake a targeted review of similar projects, including Disney Hong Kong, to identify key learning. The review would be of publicly available documents in English and would report as up to three case studies of one page each. Provision is made for input to a workshop session with Public Health leads to review early findings and recommendations to inform any updates to the draft. The final report findings would be presented to the Health and Wellbeing Board, including a Power Point slide deck (c.20 slides) and time for Q&A.
