Tender description
Ofcom require a tenderer who can deliver a programme that improves children and young people’s media literacy skills, specifically that they are better able to identify mis and disinformation and that they have a better understanding of how news is produced, ideally through having produced their own local news reports. It is likely that your organisation has already developed a media/news literacy programme, although it may require some adaptation to meet the requirements of this tender. We require tenderers to demonstrate their experience of delivering media/news literacy or relevant activities and it is a requirement to have good existing networks with local stakeholders. We need to see evidence of need to justify which community the organisation wishes to work with and will prioritise proposals where work will be delivered in communities experiencing financial disadvantage (C20242245 - Appendix 1 - priority communities for list). As a minimum, the service must deliver the following by Jan 2027: • Delivery of a programme for children and young people in a community/communities experiencing financial disadvantage • Each participant engages with media/news literacy topics which is likely to include checking sources and verifying information, the difference between opinions and facts, how to spot AI-generated content, basics of news reporting and processes of production • Each participant has the chance to produce a local news story that is important to them, in any format, with the expectation that this is shared with a wider audience (it may be possible to share some stories to be featured on Ofcom’s social channels) • An impact and process evaluation report that demonstrates impact for participants against key outcomes (for example, please see Ofcom’s media literacy outcomes bank and evaluation toolkit)
