Tender description
Background As a result of the tragic death of 2 year-old Awaab Ishak in 2020 due to prolonged exposure to mould in his home, ‘Awaab’s Law’ entered the statute book in July 2023 through Clause 42 of the Social Housing (Regulation) Act. All registered providers of social housing will have to meet these requirements and if they fail to do so, tenants will be able to hold their landlords to account by taking legal action through the courts for a breach of contract. NHS England has been working with key stakeholders, including young people and their families, to develop an asthma bundle to support local systems with the management of asthma care in children and young people. The shared Public Health service, across Milton Keynes, Central Bedfordshire and Bedford Borough, has been engaging with local health and housing partners around this agenda, which has resulted in the development of Project ADAM (Asthma Damp and Mould), to develop collaborative cross-system working that will improve respiratory health outcomes for all ages, through partnerships formed across the housing and health sectors. Aims and Objectives The process review aims to support Public Health, housing partners, and the local East of England Systems to review and reflect on their collaboration and identify short terms quick wins and longer-term pathway development opportunities to join up health and asset management and address the health risks posed by damp and mould. The process review will focus on a number of key areas, including: • The scale of the issues around damp and mould, and what impact does this have on respiratory health? • How can we improve health pathways for people who are not engaging? • How do we identify vulnerable people who need support, and what steps are required to make this happen? • Opportunities that are available through closer partnership working • How can data insights be shared across sectors? • How can success be measured, and what processes will be needed to do this? Requirements A review will be conducted that: Engages with partners and captures feedback and learning from the project so far Reviews the processes that the project is developing and makes recommendations for improvement opportunities Provision of a report setting out the findings and recommendations
