Tender description
NHS Arden & Greater East Midlands Commissioning Support Unit (AG CSU) on behalf of NHS Birmingham and Solihull Integrated Care Board (ICB) and NHS Black Country Integrated Care Board (referred to as the Commissioner) wish to inform the market of a potential future procurement to deliver orthodontic services in the Birmingham and Walsall area.<br/><br/>PLEASE NOTE: further to the information set out in section 1.1 of this notice, there are two commissioning organisations. For Lot 1: Birmingham this is NHS Birmingham and Solihull ICB (https://www.birminghamsolihull.icb.nhs.uk) and for Lot 2: Walsall this is NHS Black Country ICB (https://blackcountry.icb.nhs.uk).<br/><br/>Following the hand back of orthodontic activity, by four providers across five contracts, in Walsall and Birmingham, Commissioners are seeking to replace the lost activity.<br/><br/>The NHS Office of the West Midlands (OWM) Primary Care Commissioning team (PCC) will be managing this procurement project, the implementation of the services and the contract and management of, on behalf of the Commissioners, NHS Birmingham and Solihull Integrated Care Board and NHS Black Country Integrated Care Board.<br/><br/>The Commissioners would like to invite providers to register their interest to this market engagement via the Atamis e-tendering portal to access a link to the 5 pre-recorded Market Engagement videos. The videos will include the following areas:<br/><br/>Session 1 - Introduction to the dental opportunities being advertised by the Office of the West Midlands in conjunction with Arden and GEM CSU, on behalf of Birmingham and Solihull ICB and Black Country ICB<br/><br/>Session 2 -Introduction to Birmingham and Solihull ICB ,the local population, health inequalities and information for Lot 1 – Birmingham<br/><br/>Session 3 -Introduction to The Black Country ICB, the local population , health inequalities and information for Lot 2 – Walsall<br/><br/>Session 4- Financial Standing and the completion of the financial assessment tool, Stage 1 of the tender process, Basic Selection Criteria<br/><br/>Session 5 - Competitive Procurement Process & Hints and Tips <br/><br/>Access to the draft service specification and Personal Dental Services (PDS) agreement for orthodontic services will also be available once you have registered your interest on the Atamis e-tendering portal.<br/><br/>Please note the deadline for registering to access the Market Assessment Questionnaire is 12:00pm (Mid-day) on 6th December 2024. Lot 1: Subsequent to this market engagement, it is envisaged that a Provider Selection Regime (PSR) Competitive Process will be undertaken.<br/><br/>It is currently anticipated that the structure of the process will be as follows, however, this may be subject to change.<br/><br/>Stage 1: Basic Selection Criteria.<br/><br/>Only providers who pass stage one (1) will be invited to take part in stage two (2).<br/><br/>Stage 2: Key Criteria <br/><br/>In accordance with the Provider Selection Regime the following 5 Key Criteria sections will be used:<br/><br/>1. Quality and Innovation<br/>2. Value<br/>3. Integration, Collaboration and Service Sustainability<br/>4. Improving access, Reducing Health Inequalities, and Facilitating Choice<br/>5. Social Value<br/><br/>Providers who express an interest in the Competitive Process opportunity will have access to the full documentation for both stages one (1) and two (2) when stage 1 is published on 16th December 2024, to aid their decision as to whether to respond to the tender or not.<br/><br/>The proposed indicative timeline for the procurement is as follows (please note this is subject to change at the Commissioners discretion):<br/><br/>Publication of Contract Notice: 16th December 2024.<br/>Stage One Basic Selection Criteria Period: 16th December 2024- 10th January 2025<br/>Stage Two Key Selection Criteria Period: 19th February - 14th March 2025<br/>Contract Award: 30th June - 11th July 2025<br/>Mobilisation: 14th July - 31st January 2026<br/><br/>A Personal Dental Services (PDS) agreement will be established with the successful provider(s) for each of the lots for Orthodontic Dental Services in Birmingham (BSOL ICB) and Walsall (BC ICB) for the duration of 10 years with the option to extend for 2 further 5 year periods (maximum contract duration of 20 years) . Additional information: It is the expectation of the Commissioner that providers will review the specification provided in order to inform their responses to the pre-market engagement questionnaire.<br/><br/>Please note the Contract Notice Publish date is only indicative at this time and is subject to change.
