Leeds City Council along with its partners, is seeking to address significant challenges in the increasing numbers of Children Looked After; increasing challenges on ensuring the correct and appropriate mix of placement types (internal fostering, Independent Fostering Agencies, internal residential accommodation, external residential accommodation etc.); increasing cost of and scarcity of external residential accommodation and at times challenging outcomes for our children. As part of the Leeds Sufficiency Strategy, we are exploring potential procurement options for future contractual arrangements with suitably qualified and experienced organisations to deliver provision for children looked after, specifically: - Childrens fostering provision - Childrens residential provision - Wraparound placement support To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. You are therefore invited to consider the programme requirements detailed in this document, and complete the attached questionnaire to give us your feedback on the proposed approach. * Please note the contract start and end dates do not apply as this is a market sounding exercise.
