2.1 To achieve the above visions and objectives of the British Council, it launched the International Science Partnerships Fund (ISPF) Programme to various partner countries, including the Philippines. The ISFP is designed to enable potential and foster prosperity. It puts research and innovation at the heart of our international relationships, supporting UK researchers and innovators to work with peers around the world on the major themes of the time: planet, health, tech, and talent:<br />• Healthy People, Animals, and Plants – Researching and innovating for secure and healthy populations.<br />• Resilient Planet - Leading the green industrial revolution to protect the planet.<br />• Tomorrow’s Talent – Nurturing talent to drive inclusion, research, and innovation.<br />• Transformative Technologies - Developing responsible technologies to secure our place<br />in tomorrow’s world.<br /><br />2.2. The ISPF supports funding opportunities such as early-career researcher fellowships, country partnerships for knowledge and exchange mobility as well as exploration of sustainable solutions, and research collaborations. <br /><br />2.3. In the Philippines, the ISPF aims to strengthen the research ecosystem of the country. Predominantly, translating research done in universities and research institutes into products and solutions in the market takes considerable and sustained effort, which includes the establishment of technology transfer dedicated offices, supporting systems, etc. <br /><br />2.4. In 2010, Republic Act No. 10055 otherwise known as the Technology Transfer Act of 2009 was enacted as one of the landmark statutes in the area of Science and Technology (S&T) policy development in the Philippines. The said Act set the benchmark in setting off technology commercialisation in Research and Development Institutes (RDIs) using public funds, while on the maximum, it is expected to create wealth and services that would redound to the benefit of the public given its optimum implementation. <br /><br />2.5. After the enactment of the above-mentioned Act, the Department of Science and Technology (DOST) in the Philippines, the primary government agency that provides direction, leadership, and coordination of scientific and technological efforts in the country , executed various initiatives to strengthen technology transfer in the country. However, the said initiatives facilitated by its various sectors implemented were based on independent approaches and mechanisms of the Offices. Further, these initiatives greatly focused on implementing capacity-building activities for technology transfer and commercialisation. <br /><br />2.6. This highlighted the significance of enforcing a cohesive policy that will provide the framework to ensure that all technology transfer and commercialisation initiatives are aligned with the objectives of the Department and the aforementioned law. The framework will standardize and harmonise the technology transfer and commercialisation processes within the Offices of the DOST and its partner research institutions, ensuring the efficiency and effectiveness of the processes and initiatives. <br /><br />2.7. To support the need for a department-level policy, the British Council in the Philippines through its International Science Partnerships Fund (ISPF) Program, collaborated with the DOST to facilitate its development and formulation that shall be enforced and provide guidance within the DOST offices and its partner research institutions in the technology transfer and commercialisation.<br /><br />2.8. The project has its goal to craft a cohesive policy of technology transfer and commercialisation for all the agencies in the Department of Science and Technology (DOST). This overarching policy which includes the philosophy, principles, and framework of technology transfer and commercialisation will strategies, programs, and activities of the agency on technology transfer and commercialisation, thus strengthening the system and boosting the capabilities of DOST agencies to effectively pursue market-facing and user-centered andor translational R&D as well as the process of technology transfer and commercialisation of R&D products.<br /><br />2.9. This project aligns with the desired outcomes of the Philippine Development Plan (PDP): (1) advance market-driven and customer-centered research and development advanced (2) technology extension, adoption, utilization, and commercialisation scaled-up, and (3) acceleration of innovation and entrepreneurship accelerated.<br /><br />2.10. In this project, the consultant should be able to execute all necessary activities in the two (2) key components: (1) DOST policy workshops with Sectoral Councils, Research and Development Institutes (RDIs), Technology Application and Promotion Institute (TAPI), Philippine Science High School, Science and Technology Information Institute (STII) ; and (2) a consultative conference on technology transfer and commercialisation with select higher education institutions.<br /><br />2.11. The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the process for submitting a proposal in response to this RFP (“Proposal”). <br />
