Tender description

The Care Act (2014) places a duty on all local authorities to ensure that every adult assessed as being eligible for funded care and support can access a Personal Budget (PB), which is sufficient to meet their assessed needs. Direct Payments (DP) are the established route by which an individual can receive their allocated budget if they prefer to arrange their own support rather than receive a commissioned service. The DP Support Service enables access to information, advice, and signposting. The Bookkeeping and Payroll Service is only for those individuals who have either been assessed under Section 2 of the Carers and Disabled Children Act 2000, Care Act 2014 or Children and Families Act 2014 and who are ordinarily a resident within the City of Wolverhampton. This will include older and disabled people over the age of 16, people with parental responsibility for a disabled child and carers aged 16 and over or an appointed suitable person. There are currently approximately 600 Individuals in receipt of an on-going direct payment in Wolverhampton. It is anticipated that this figure may rise by at least a further 250, over the lifetime of the contract. The initial term will be for 5 years, with the option for 2 periods of 1 year extension. The contract will be based on minimum acceptable performance (map) being met by the tenderer as identified via key performance indicators. The Contract is intending to commence on 1st April 2025. The procurement procedure will be an open above threshold light touch tender in accordance with Public Contract Regulations 2015. This route to market has been decided to ensure this tender is open, fair, and transparent. This route also provides opportunities for local suppliers to bid, supporting the Wolverhampton Pound. The evaluation scoring balance will be 20% price and 80% quality, including 10% social value and 5% equalities.
