Objectives & Deliverables<br />The Regional Education team in Sub Saharan Africa is looking for support from a supplier equating to 2 days per week from September 2024 to December 2024. Reporting to the Country Director Ethiopia with dotted line management to the SSA Higher Education Insights lead, the person will provide a range of technical support. They will:<br />1. Strategic planning: Design and develop a strategy for higher education reform, aligning with national education goals and international best practice aligning with the Internationalization agenda of the UK.<br />2. Stakeholder engagement: Facilitate collaboration among various stakeholders including government officials and international partners within and across the committees while managing these relations and partnerships for the British Council.<br />3. Technical advisory: Serve as a key advisor to the ministry on all matters related to Higher Education reform, providing expert insights and guidance.<br />4. Data collection and analysis: Conduct a thorough analysis of the current higher education system identifying Strength's weaknesses, opportunities, and threats.<br />5. Policy development: Draft and review policies related to higher education ensuring they promote quality and EDI (Equality, Diversity & Inclusion).<br />6. Monitoring and Evaluation: Develop a framework to monitor progress against the strategy developed.<br />7. Reporting: Prepare detailed reports and presentations for the Ethiopian Ministry of Education and other stakeholders highlighting progress challenges and recommendations. <br /><br />The British Council is ideally seeking a single individual or a nominated individual from within a consultancy/supplier organisation to undertake the tasks identified above. The single individual or nominated individual/ key personnel from within the supplier organisation must have excellent communication skills and be highly adaptable and comfortable with ambiguity/complexity aware approaches and a high degree of flexibility in terms of work-schedule, occasionally meetings and general communication at potentially unsocial hours. This assignment requires physical travel to Ethiopia once a month for a day or two attending the technical working group meeting, suppliers should factor this into the budget. It is expected that the assignment will take a consultant costing up to £500 a day for a minimum of 30 fee days totalling £15,000 while an additional £5,000 should be earmarked for travel, accommodation, visa, etc. costs once a month for a day or two attending the committee meetings.<br /><br /><br />
