Tender description

The Highland Council is currently reviewing its options for purchasing two waste shredders to allow Bulky Waste (and POPs contaminated Bulky Waste) to be shredded to improve haulage efficiencies and allow such waste to be sent directly to energy recovery treatment facilities. In advance of undertaking a procurement for such equipment the Council is undertaking a formal market engagement exercise to understand the market for shredders and whether there were any aspects that would provide commercial and/or operational benefits to the Council. Prior to finalising documentation and publishing a proposed shredder purchase tender later this year, the Council would appreciate hearing views from potential providers of shredders through the following questions. The Highland Council is currently reviewing its options for purchasing two waste shredders to allow Bulky Waste (and POPs contaminated Bulky Waste) to be shredded to improve haulage efficiencies and allow such waste to be sent directly to energy recovery treatment facilities. Bulky Waste is currently bulked at five primary Waste Transfer Stations with one further Waste Transfer Station scheduled to be built during 2025. The Council is intending to set up two shredding operations at the largest of these transfer stations (one at the Longman Waste Transfer Station and the second at the Seater Landfill site). We would welcome potential feedback from suppliers of waste shredders that may be interested in the upcoming tender later in 2024. It is anticipated that a contract to purchase the shredders will be awarded, commissioned and fully operational by spring 2025. In advance of undertaking a procurement for such equipment the Council is undertaking a formal market engagement exercise to understand the market for shredders and whether there were any aspects that would provide commercial and/or operational benefits to the Council.
