Tender description
NHS Norfolk and Waveney Integrated Care Board is inviting suitably qualified and experienced providers to express their interest in delivering a Specialist Learning Disabilities Service.<br/><br/>The purpose of this advert is to invite the market to engage, provide feedback on the draft specification and register for1:1 market engagement session to discuss feedback on Friday 2nd August 2024 and Monday 5th August 2024.<br/><br/>The deadline for Soft Market Testing responses is by 17:00 hours on 31st July 2024.<br/><br/>The deadline for expressing interest in attending the Market Engagement event is 17:00 on 31st July 2024<br/><br/>Please note this is a market testing exercise and does not commit the ICBs to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.<br/><br/>The Contracting Authority will be using an eTendering system for this market testing exercise. Lot 1: The objectives of this project are to commission a Learning Disabilities Specialist Service across the Norfolk & Waveney ICB region. To include LD Community Service in Norfolk, LD Psychiatry Service in Norfolk, and the LD Intensive Support Service which covers both Norfolk & Waveney. These services provide the community and secondary health services required for adults with a learning disability. Prevalence data suggests about 8,000 people live in Norfolk with a severe learning disability. <br/><br/>The objective is to provide a new service model aligned to the NHSE Service model Building the Right Support and the National Service Model of 2015. As part of the procurement process, we will ensure robust market and service user engagement to collect feedback to shape, integrate and improve the service. A particular focus of integration we will explore the benefits of partnership working between the LD Community service and Norfolk adult social care <br/><br/>Key deliverables include: <br/><br/>Engagement with service users to improve the service in line with Building the Right Support framework, Section 117 of Mental Health Act 1983 and service user experience<br/><br/>Develop a finance process to flow funding to ensure the health specialist services are revenue free <br/> <br/>Engage with the market to access providers capacity, capability, and interest to deliver the proposed service outcomes aligned with the financial envelope <br/><br/>Ensure a safe and efficient mobilisation from one provider to another (if required) with effective transition of estates, information governance, Tupe, and others <br/><br/>The Commissioners are keen to receive feedback on the existing service specifications and to support the development of new service specification <br/><br/>The aim of this Expression of Interest is to;<br/>1. provide the market with visibility of the proposed opportunity;<br/>2. support the ICB decision making to inform the future commissioning of services (as applicable);<br/>3. to help define the future service approach, model and timelines;<br/>4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.<br/>5. Invite interested Providers to attend 1:1 Market Engagement sessions to provide feedback on Friday 2nd August 2024 and Monday 5th August 2024. <br/><br/>A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views. The deadline for Soft Market Testing responses is by 17:00 hours on 31st July 2024.<br/><br/>Registration to attend the market engagement event closes 17:00 hours 31st July 2024.<br/><br/>Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be carried out in accordance with the ICB’s procurement obligations under the Provider Selection Regime.
