Research into and Options Appraisal on Second Homes and Short-term Holiday Lets in Carmarthenshire

Carmarthenshire is committed to ensuring its communities are sustainable in the long-term, with a sufficient supply and a suitable choice of housing to meet the needs of local communities. In this respect, it is recognised that uncontrolled high numbers of short-term holiday accommodation and second homes can undermine the social, cultural and economic prosperity of communities and erode the availability of housing stock, and notably the provision of affordable homes. Carmarthenshire County Council are inviting tenders for a consultant to undertake research into Second Homes and Short-Term Holiday Lets in Carmarthenshire and to prepare an options appraisal on future policy approaches including but not limited to the use: i. Of area specific or County wide Article 4 Directions, ii. Land Use Planning Policies, iii. Use of Council Tax premiums, planning Conditions or a combination of approaches.
