Tender description

This RFI is specifically focused on the NSIGN Ships Engineering Project, which forms part of the NSIGN Programme. This multi-billion pound Project is likely to be executed through a network of varying size contracts set up to optimise the future management and delivery of engineering support for Royal Navy Ships. As a Government Major Project, the Ministry of Defence (the "Authority") under the 'Naval Support Integrated Global Network' (NSIGN) Ships Engineering Project is exploring the potential future requirement to replace the current Ship Engineering Management and Delivery Lots of the Future Maritime Support Programme (FMSP) and Future In Service Support RFA, commencing 2028. The NSIGN Ships Engineering Delivery Project will deliver an optimised support model and transformed support enterprise, delivering improved availability and resilience to sustain a Global, Modern, Ready Royal Navy. To enable this vision, the Navy must have a regime to deliver modern, global platform support to Ships. The purpose of this RFI is to: 1. Advise the Market of the selected 'Expand' Option, as the NSIGN Ships Engineering Project moves into Concept Phase and associated early considerations. 2. Invite suppliers to a period of Preliminary Market Engagement (PME) Jul - Jan 25 to inform next investment approval point, due Q4 2025. As part of this PME the Authority intends to: - Register all NSIGN Ships Engineering interested suppliers into an AWARD Data room, with continued access to PME dependent upon signing a two-way Non-Disclosure Agreement ("NDA") which will be available for return via the AWARD Data room. (Jul - Sep 24). - Share recorded Knowledge Drop videos with the Market offering further details and early considerations around the chosen 'Expand' Option for the NSIGN Ships Engineering Project. This will be followed by an 'Expand' Option Short Survey to the Market. (Sep - Oct 24). - Circulate a Ship Management Market Response Questionnaire document with registered suppliers, supported by Q&A via Award clarifications (Nov 24). - If identified as necessary, there could be the option to conduct further engagement with Ship Management suppliers via 121 sessions (Dec 24 - Jan 25). The deadline for expressions to participate via AWARD registration is 1000 Mon 30 Sep. Any expression of interest received after this time may be rejected at the Authority's sole discretion.
