Tender description
NHS England (hereafter referred to as “the Authority”) is seeking to set up a procurement framework to commission clinical reviews (“the Services”) on a pan-London basis. The Service is being commissioned the NHS England Health and Justice (London Region) team. NHS England Health and Justice (London Region) is responsible for commissioning healthcare for children, young people and adults across secure and detained settings, which includes prisons, secure facilities for children and young people, police and court Liaison and Diversion services and immigration removal centres across London. It is responsible for commissioning services with a total budget of approximately £90m to meet a wide range of health and care needs across detained and secure settings and also sexual abuse/assault services. The ambition of the Authority is to bring equity and excellence to the provision of care and treatment. This is achieved through a commissioning process which: • Is aligned with the priorities of NHS England as set out within the NHS Mandate and the strategic way forward within the NHS Long Term Plan • Is patient-centred and outcome based. The patient must be placed at the centre of planning and delivery. • Is fair and consistent throughout the country, ensuring that patients have equal access to services regardless of their location, and; • Improves value, productivity and efficiency. In terms of scope, the Authority’s overarching aims and principles for the Service are as follows: • To provide high quality reviews into deaths in custody; • To identify opportunities for learning and service improvement; • To work effectively in partnership with the Prisons and Probation Ombudsman (PPO), Healthcare Providers, Custodial Providers (HMPPS, Youth Custody Service, HMCTS and private operators) and the Home Office; • To produce clinical reviews that are accessible and meaningful for family members of the deceased as well as healthcare professionals; • To support the overall PPO investigation process into deaths in custody. The Service will be provided following the death in custody or detention of an inmate/detainee of: • Prisons; • Young Offenders’ Institutions; • Secure Children’s Homes; • Immigration Removal Centres, Short Term Holding Centres and detainees being moved under escort; • Court cells (when the person has been remanded or sentenced). In London the following establishments currently fall within scope of the service: • HMP Belmarsh; • HMP Brixton; • HMP ISIS; • HMP Pentonville; • HMP Thameside; • HMP Wandsworth; • HMP Wormwood Scrubs; • HMP/YOI Feltham; • IRC Colnbrook; • IRC Harmondsworth; • All London Criminal Courts. Any future establishment that meets the service remit that opens in London will also fall into scope of the service.
