Third party expertise across the full range of PMO functions is required. These functions include, but are not limited to, planning, risk management, budget management, business case development, project and programme governance, reporting, and stakeholder management. Post-pandemic recovery and growth alongside cost-of-living challenges has resulted in heavy reliance on project delivery roles and core skills to support DWP’s ambitious portfolio of projects and programmes. DWP currently have a deficit of PMO capacity, and with the growing portfolio of programmes and priorities, demand for resource continues to outstrip supply. Therefore, a route to secure skilled PMO delivery resources at pace is required to support DWP in delivering new projects and programmes that emerge, while also providing further resource to current projects and programmes. Additionally, this will allow DWP to redeploy permanent staff to other priorities where deemed necessary.
