Request for Quotation for installation of Remote Electronic Monitoring (REM) equipment on large pelagic trawl fishing vessel (119m). In the summer of 2023, the UK Department of Environment, Food and Rural Affairs (Defra) released a consultation on the wider use of Remote Electronic Monitoring (REM) on fishing vessels in English Waters (Remote electronic monitoring - Defra - Citizen Space). This consultation outlined a number of “priority fisheries”, the first of which being pelagic vessels over 24m in length. The consultation also proposed a multi-stage approach, starting with a voluntary early adopter phase. Following the consultation, Defra, alongside Cefas and the Marine Management Organisation (MMO) entered into discussions with a vessel for participation in the early adopter phase. During these discussions, it was agreed that a REM system will be installed on the vessel by a qualified marine engineer. Requirement: Installation of REM equipment onboard the pelagic fishing vessel Frank Bonefaas, 119m in length, according to an installation plan which is available in the Bidder Pack. The fishing vessel is currently undergoing general maintenance in the port of Ijmuiden. A summary of the equipment to be installed is given below: • Up to 14 cameras, both internal and external o These will be linked to 2 or more power over ethernet (PoE) switches • Global System for Mobile communication/4G Long Term Evolution (GSM/4GLTE) and Global Positioning Satellite (GPS) antenna (to be mounted externally) • 2x rotational winch sensors on the aft deck • 2x hydraulic sensors • A monitor, located on the bridge of the vessel • A central computer, located on the bridge of the vessel Installation of all cabling for the REM system must be done by the Supplier. This is a core requirement for Cefas and Suppliers should not bid if they are not able to deliver this element. The use of Subcontractors for this element is acceptable however this must be arranged by the supplier and detailed clearly in the ‘information to be provided by the tenderer’. The equipment listed above, will be supplied by Cefas, and Cefas will provide all available manufacturers installation manuals or guidance documentation including installation and wiring guide. Additional items required to complete the full installation, including CAT6-S/FTP cable, CAT6A shielded cables and glands, will need to be supplied by the Supplier. These additional items will need to be of suitable quality to operate in the marine environment as defined in the applicable standards and regulations. A detailed installation plan is included in the Bidder Pack – please ensure you review this carefully before submitting your bid. The Supplier will be wholly responsible for the correct installation of the equipment on the vessel, including rectification of any issues or errors that may subsequently occur due to the installation of the equipment and compensation to the vessel owners directly or indirectly resulting from damage to or interference with vessel systems by the installation or operation of the REM. Cefas will be responsible for arranging access to the vessel between the Supplier and the vessel owner, within the stated delivery dates given below. To be considered for the award, the Supplier must also: 1. Have a proven track record of installing REM or similar systems on vessels. 2. Have a project team with relevant skills and experience. 3. Set out a schedule for the installation, including timescales and milestones, project risks and mitigations etc. 4. Provide examples of Risk Assessment & Method Statements (RAMS) for similar work. Installation Timeframe: The Supplier should aim to complete as much of the installation as possible by 28th June, with the potential to be able finalise the installation and testing between 9th-23rd August, but this second period has not yet been confirmed. Deliverables: 1. Full installation plan including a Risk Assessment and Method Statement to be agreed with Cefas and the vessel. a. To be delivered by 7th June 2024 at the latest 2. All installation activities and testing. a. To be delivered by 28th of June 3. If required, finalising installation and final testing. a. To be delivered between 09th-23rd August 2024 i. NOTE: as above, these dates are not guaranteed. PLEASE NOTE: The evaluation of bids for the Cost criteria will be solely based on costs for providing the cabling requirement only and will not include the costs of the REM system installation requirement. If you can provide both elements, please do include details of this in your bid including a cost for the REM installation as per the table in RFQ Part 2 Pricing. Location for goods to be delivered to / services to be undertaken: The vessel is currently in port in Ijmuiden (Netherlands) and the installation will be completed while the vessel is there.
