Weather Forecaster Provision for Gloucestershire Highways

Tender description

Gloucestershire County Council (GCC) are seeking an established and recognised weather forecasting company with appropriate skills and resource available to undertake winter highways weather forecasting services. \r The Tender Process seeks to determine the most economically advantageous Tender for the Authority. This will be a compliant and sustainable (i.e. not "abnormally low") bid with an overall score higher than any other Bidder's overall score.\r \r Specification\r Forecast Service: Domain based forecasting service. Forecast text written specifically for the geographic area managed by GCC (for the avoidance of doubt this means a more generic regional text shall not be provided)\r All elements of information provided to GCC shall be consistent - for example, hazard tables with the text forecast will be consistent with the textual element.\r Morning Summary Text - to be provided at 9am to ensure it includes the coldest period predicted by previous lunchtime and evening update forecasts.\r 24 hour Domain Forecast for 3 areas within the county (East = Cotswold District, Central = Stroud District, Gloucester and Cheltenham and Tewkesbury Borough, West = Forest of Dean District)\r 24-hour Site Specific Forecast Graphs for our weather sensors (currently 11 but looking at additional sites as part of our County Weather Station Strategy)\r 2-5 Day Forecast is the minimum service level 2-8 day forecast is desirable with options for 6-10day summary\r Weather radar for the UK indicating short and medium-term precipitation type and intensity\r Consultancy\r Monitoring and Alerting\r Web Portal\r Forecast delivery methods\r Management and Reporting\r \r Contract term is for 2 years with the option to extend by a further 2 years to a total of 4 years.
