Tender description

The purpose of this Prior Information Notice (PIN) is to ask for interest from the market to attend a pre-market engagement event at an online Microsoft Teams event on 22nd May 2024 or in person at Essex County Fire and Rescue Service Headquarters on 24th May 2024 (attendance for either event must be confirmed in advance) to discuss the requirements of supply and transportation of depolluted vehicles for operational training purposes. The Authority will use the events to gather information and discuss the specification of requirements which will be used for any future tender exercise that may take place. This is not an invitation to tender and failure to participate will not exclude any providers from any future tender that may take place. Lot 1: The purpose of the market engagement is to assist the Authority in obtaining interest from the market and support those that are interested to be able to respond to a tender. It is also to explain the specification of requirements for the supply and transportation of de-polluted end of life vehicles that is required for Essex County Fire and Rescue Service for the practice of rescue techniques following road traffic collisions, which will be used for any future tender exercise that may take place. Delivery of the vehicles will be to designated sites on a call off basis, and collection of the vehicles, will be required, after training is completed. Due to the nature of the training and the equipment used, vehicles will be subject to large scale disassembly, with roofs, windscreens, glass and doors removed as minimum standard. This will materially affect the resale value of components spare parts. It should be assumed that the value of the returned vehicle will not be anything beyond basic scrap. It is anticipated that following these events a tender will be conducted with a contract to be awarded later in 2024 for an initial term of 2 years. Suppliers are solely responsible for their costs and expenses incurred in connection with the participation in these events. Under no circumstances will the Authority be liable for any costs or expenses borne by Suppliers or any of its supply chain, partners or Advisers in this Market Engagement Process.
